QUALITY ASSURANCE OFFICE

 

In view of the increasing importance of quality in Higher Education and the important role assigned to Quality Assurance and Enhancement in the University Strategic Plan (1999-2004) towards achieving the University's mission, a Quality Assurance Office falling under the aegis of the Pro-Vice-Chancellor (Curriculum Development, Distance Education, Quality Assurance and International Affairs) was set up in October 2002.


The Office was headed by the Assoc Prof H Li Kam Wah from Oct 2002 to June 2006. Assoc Prof B K Baguant was appointed as Director, Quality Assurance Office from September 2006 to mid May 2010. The Director is supported by an Administrative Officer, Mrs A Daiboo and a Confidential Secretary, Mrs A Lalldeosingh. Given the increased pressure to provide high quality education to both local and international students and in order to allow the University to compete internationally the Strategic Directions 2006-2015, highlighted further the need to promote quality culture and good governance at the University. In order to work in line with the objectives set out in the aforementioned Strategic Directions, the Quality Assurance Office now falls under the aegis of the Vice-Chancellor.


The Office is presently situated on the 6th floor, Room 6.5, New Academic Complex.

The main duties of the Director, Quality Assurance are to:

  • provide leadership for Quality Assurance and Good Practice at the University;
  • lead the development and oversee the implementation of University-wide basis policy in Quality Assurance;
  • lead, co-ordinate and support Quality Assurance and Enhancement Management System across the University;
  • contribute to the identification, development and promotion of the University's aims and objectives in the Strategic Directions; and
  • contribute to the formulation of the University's Quality Assurance and Enhancement Policies and Practices and to their implementation and monitoring across the University and, where appropriate, in collaborative partner institutions.

QUALITY ASSURANCE SET UP

Following the external audit of the University that was held in May 2005, one of the recommendations of the Audit Panel was to “rationalise and streamline our committees such that Faculties are not unduly loaded with responsibilities best located elsewhere”.

The Quality Assurance Teams, namely the UQAT, FQAT, AQAT and CQAT, were set up by the University with a view to developing and implementing Quality Assurance processes and procedures at Faculty and Central Administration levels. Now that Quality Assurance experience at the University has been gathered over the past 4-5 years, there is a need to divest Quality Assurance functions to grass root level and to decentralise Quality Assurance measures and their implementation.

Further to the recommendation of the Audit Panel and in line with the above, it has been proposed that FQAT/CQAT/UQAT functions be henceforth taken over by the Faculty Boards/LLC Board/T&L Committee/RCI Committee. Senate at its 502nd (Ordinary) Meeting held on 31 October 2007 has approved that “Quality Assurance” be considered as an additional (Standard) item on the Agenda of the aforementioned Committees.

Since AQAT does not fall under any statutory Committee, it will function as at present under the Chairmanship of the Registrar as given hereunder. It will discuss QA issues relevant to the Administration and will report to the Vice-Chancellor for any decision/action that may be required.

Administration Quality Assurance Team (AQAT)

1. Composition

  • Registrar (or Representative) as Chairperson


  • At least one representative from Library, Admissions and Students Records Office, Establishment Section, Finance, Central Administration, Public Relations Office, Centre for Information Technology and Systems


  • Principle Executive Assistant/Senior Executive Assistant as secretary

2. Terms of Reference

  • To promote the University quality culture within the Central Administration


  • To establish and monitor quality standards and practices


  • Review and evaluate Quality Assurance Systems and procedures


  • Attend to specific recommendations on Quality Assurance issues
