RESUME OF CURRICULUM VITAE
As a scientist and engineer who has served the United Nations as
the Chief of the Science and Technology Section of UNECA,
and been the Head of the School of Technology, Pro-Vice Chancellor
,then Pro-Chancellor and Chairman of the University of Mauritius
and the Mauritius Research Council, I have worked for over three
decades promoting social and economic development through a better
development and application of science and technology, while ensuring
the needs of the economic operators and the community at large.
I have acquired expertise in the following:-
a. Policy formulation and strategic planning for socio-economic
development.
b. Linking science and technology to economic development.
c. Commercialization of results emanating from research.
d. Development of institutional structures for promoting better
integration of energy and environment in specific social context.
e. Undertaking long term perspective studies and research for planning
and implementing the above.
f. Organizing workshops, seminars, and conferences to train personnel,
and influence policy and strategy formulation.
g. Organizing study tours and visits to enhance the transfer of
appropriate technologies, including information technology.
h. Program budget formulation and implementation.
i. Promoting the use Standards and Quality, Intellectual and Industrial
Property through the formulation of appropriate regulatory bodies.
j. Ensuring the involvement of social, and cultural factors in policy
formulation and implementation.
k. Assistance in undertaking Common Country Assessment (CCA), and
United Nations Development Assistance Framework (UNDAF).
l. Promotion of Small and Medium Scale Industries.
m. Project formulation, implementation, monitoring and evaluation.
n. University Fund Raising.
Over the years of work at the United Nations Economic Commission
for Africa, I have advised many governments in the above areas,
and influenced policy orientations for accelerating the pace of
socio-economic development.
In Mauritius, I served the University as Professor of Industrial
Technology, and engaged in research in harnessing new and renewable
energies, engineering education, bio-feed back effects, and technology
and society. I served in various capacities as director of various
parastatals, and as Chairman of two parastatals, the CWA and the
MBC.
After retirement from the UN, now as Pro-Chancellor and Chairman
of the University of Mauritius, I am in charge of overseeing the
development of the University, and fund-raising for different programs.

1970-82 Worked in the University of Mauritius,
School of Industrial Technology. As the university had just started,
I was closely associated with its development and growth. I was
responsible for setting up new curricula relevant to the needs of
the country, setting up laboratories for practical work, organizing
tutorials, workshops etc., and plan and oversee the construction
of relevant infrastructure. I started as a simple lecturer and left
the university as Professor of Industrial Technology, Head of School
and Pro-Vice Chancellor of the University. During this period I
taught undergraduate and post graduate classes in Physics, Electronics,
Materials Science, and did Research in:
(a) Shore Wave Energy
(b) Solar drying
(c) Physics and Engineering Science Education
(d) Electronic Bio-feedbacks
(e) Technology and Society.
The positions held are as follow:
1970-72 Lecturer of Physics and Electronic Engineering.
1972-75 Senior Lecturer of Physics and Electronic Engineering, and
Head of Division of Physics and Electronic Engineering. Member of
Senate and School Board.
1975-80 Associate Professor and Head, Division of Physics and Electronic
Engineering. Acted as Head of School of Industrial Technology on
many occasions, and Chairman of School board. I was member of the
University Council as representative of Staff Association.
1980-82 Professor of Industrial Technology, Head
School of Industrial Technology, and Pro-Vice Chancellor of University
of Mauritius in 1981. As such I served as Chairman of School Board,
member of Senate, Council and other Boards. As Prof-Vice Chancellor
I served as Chairman of University Senate on different occasions.
1982-1997: Chief of Science and Technology Section Natural
Resources Division, of the United Nations Economic Commission for
Africa
As the Chief of the Section, my duties were:
1. Provide advisory services to member countries on science and
technology with special reference to social and economic development,
by assisting governments in developing policies and strategies for
promoting technological development.
2. Identify areas of priority and formulate projects and proposals
for the application of science and technology to development.
3. Promote multinational co-operation in science and technology,
including the setting up of machinery for co-operation and the identification
of specific projects, the exchange of information on a regional
and sub-regional basis and technology transfer.
4. Provide assistance to and maintain liaison with universities
research institutes, and other organizations by assisting them in
the planning of structural and programme improvements, industrial
research, standardization, etc.
5. Organise studies, seminars and conferences for African experts
in the field of science and technology.
6. Promote greater awareness, within the region, of science and
technology and its application to development.
As Chief of the Section I was responsible for formulating the
Medium Term Plans and the biennial Programmes of work in the field
of Science and Technology, and in implementing the programmes using
both regular budget and extra-budgetary resources. The Section was
directly responsible for the overseeing of two major regional centres:
- the African Regional Centre for Technology (ARCT) in Dakar,
and
- the African Regional Standards Organization (ARSO) in Nairobi,
and executed UNDP funded projects of over five million dollars for
the two.
1997-Jan.2000
Since May 1997, I was transferred to the UNECA North Africa Subregional
Development Centre, a subregional arm of the ECA Headquarters, responsible
for programs in the subregion. As a Senior Economic Affairs Officer,
I continued the work of promoting Science and Technology in the
subregion, and also undertook socio-economic studies and analysis
of the situation in member States. I was in Charge of the Office.
Jan 2000- June 2005

PUBLICATIONS:
I have 37 publications in technical journals, in the area of Science
and Technology, including Technology Transfer and Commercialization
of Research Results.
I have published five books listed under books publications.
Apart from the above private publications, over sixty reports and
publications have come out in the science and technology section
under my direct supervision,or fully prepared by myself.
